We offer a number of options to assist including bill deferrals, payment plans, income-qualified discounts, medical allowances, and fee waivers to help keep you on track. We understand that some of our customers may occasionally experience financial setbacks or hardships. For those that have fallen behind, we offer payment extensions and will work with you to get you back on track.
Extensions & Payment Plans
A customer may request for a 10 calendar day extension if they are not able to pay by the bill due date.
For past due bills requiring a longer period of time to pay, a customer alternatively may request a payment plan. See Deferred Payment Assistance for more information about each option.
Monthly Billing is a monthly bill for bi-monthly billed customers. See Monthly Billing to read more about the billing option and submit a form for enrollment.
Level Pay is a monthly bill plan where a customer may make an average payment based on their last 12 months of previous usage. See Level Pay for more information.
The California Arrearage Payment Program, or CAPP, is a state program to help pay customers’ eligible past due energy utility bills that increased during the COVID-19 pandemic. CAPP reduces qualified customers’ unpaid energy bills by directly applying a credit to their utility bill. Customers do not need to apply for CAPP.
CAPP bill credits are a courtesy of the State of California and are targeted to help utility customers that fell behind on their energy bills because of the economic impacts of the COVID-19 pandemic. Customers may qualify for a CAPP credit if they had an unpaid energy utility bill over 60 days past due incurred between March 4, 2020 and June 15, 2021.
Under CAPP, Anaheim Public Utilities is required to offer payment plans to customers with a remaining balance after a CAPP benefit has been applied to their account.

Anaheim Public Utilities Emergency Assistance Program
The Anaheim Public Utilities Emergency Assistance Program provides financial assistance to residential customers facing a temporary financial hardship. Eligible income qualified customers who are unable to pay the electric and/or water portion of their past due utility bill may receive a one-time lifetime bill credit of up to $350 per household as emergency payment assistance. Please call 714-765-3300 to learn more about this program.
Customers who meet income-qualified guidelines may be eligible to participate in a number of income-qualified programs.
Programs include senior, military veteran, and long-term disabled discounts, community-produced solar bill credit, as well as home efficiency programs.
Electric Bill Assistance Program
Anaheim customers can receive utility payment assistance on their electric bill through the federally-funded Low Income Home Energy Assistance Program (LIHEAP) administered through Community Action Partnership of Orange County (CAPOC). Funding is based on monthly income. Customers may view income qualifications and apply online or you may call CAPOC at (714) 839-6199 for more information. Once approved, a bill credit will be directly applied to your account.

Water Bill Assistance Program
This program, to be administered by the State Water Resources Control Board (SWRCB), is pending final authorization from the federal government.
